Lessons Learnt and
Reconciliation Commission,
Though I
hold the view that this country has been disintegrated beyond reconciliation as
per the mind-set of the civilians I strongly believe a dedicated conscious
effort to know the actual causes for the conflict and addressing those causes
will work out a path for reconciliation.
Lessons Learnt
Firstly
I would set about explaining the thinking and psychology of the actual
conflicting parties in order to derive appropriate proposals towards a true
national reconciliation. This also will help us to find out the actual reasons
for the United Nations Organization (UNO) to level charges or at least to point
the finger towards the Government of Sri Lanka – even though the later claims
that, it carried out a successful humanitarian operation in crushing the
world’s most ruthless terrorist organization.
Following are the conflicting parties.
I.
Responsible Government of Sri Lanka, (all essential components of a state particularly
Parliament, law and order and Defense and Security.), The 1st Party
II.
Sinhala majority community that included the
politicians as well as Buddhist fundamentalists, herein after referred to as 2nd
party
III.
Minorities Particularly of Tamils speaking population
of all respect, herein after referred to as 3rd party
IV.
Liberation Tigers of Tamil Elam (LTTE) – referred to
as 4th Party,
V.
Armed Groups other than Liberation Tigers of Tamil
Elam (LTTE) -
Referred to as 5th Party,
VI. Politicians of the above 3rd Party the minorities
the 6th Party
The Learned commission shall note that in the above list of conflicting parties I have purposefully omitted the term “leaders” because I feel that there is not a single politician in this nation who could claim that he /she had led the people of Sri Lanka towards a cohesively living society within a multi ethnic nation. I also have refrained from stating as “parties involved in the concluded conflict” because, those parties are still in conflict.
Though
the confrontational attitude of the civilians has been very unusual and the ethnic communities concerned have lived
with greater understanding of each other and with phenomenal amicability before
the independence in 1948
Just
before the independence the Sinhala majority community and the minorities were
working hand in hand to free this land from the British Empire. In fact, one of our distinguished former
Member of Legislative Council, Late Mr V. Suntharalingham was maintaining
personally closer contacts with the British Royal Family while the independence
was being processed, and for the trust and faith he had over the then “leaders”
particularly of the Sinhala majority community, who were only very anxious of
the power that would be conferred on them than on
anything else, He was enjoying
the moments of success that to be
dawn in this tiny island than complaining what was to be unfold!
The 1st party involved in the conflict is The
Government of Sri Lanka with responsibilities of various magnitudes and termed
as Responsible Government of Sri Lanka herein after termed as “RGSL”; being a
responsible party it can neither carry
out its’ obligations on a day to day basis, without continuity on matters that
imperatively requires the national consensus on matters such as human life and feelings nor can
cover itself under the disguise of democratic processes for the consequences
transpired upon those inconsistence processing since it deals with two distinct
heritages of ancient time. I am not ready to pigeonhole the RGSL’s actions (as
a layman would do) as that of just inconsistency arose upon the democratic
processes because,

The 2nd party named as conflicting party,
the Sinhala majority community that
included the politicians, as well as the Buddhist Monks, consistently formed
the governments that is 1st Party RGSL since independence though
through democratic means of their own,
2.
The 2nd party named as conflicting party
is a community of very intelligent and clever group of people to be
inconsistent in planning such issues unless otherwise it benefit them,
3.
And because I am really yearning for a real
reconciliation through this golden opportunity by change of attitudes and mind-set
of the relevant conflicting parties particularly from the 2nd party
which always constitute the 1st party the RGSL.
at
this juncture I feel it is very much
appropriate to earnestly appeal the Learned Commission, to refer the Annexure I&II
prepared with the same good intention of, to which this commission has also has
been appointed.
The opposing each other character of the society (parties II and III) was allowed to flare up and up through the irresponsible actions of the first party the RGSL. Through those actions, RGSL became the absolute guardian of the 2nd party only and the same took advantage in many issues over the said 3rd Party, in order to establish an unabated domination over the later as happens in animal kingdom. I hope if I set about some examples that will lead the learned commission to arrive at appropriate proposals. In 1953, RGSL embarked on a colonization scheme that ensured, only the 2nd Party become land owners overnight in Gal-Oya in the Eastern Province. Government Lands as well as Lands apprehended from the 3rd Party were used for this purpose. Thus the 2nd Party had been “successfully” (ill) “educated” that they can do whatever they wanted to do against the members of the 3rd Party for their livelihood.
With that action equilibrium of understanding each other
and natural path of spontaneously searching for amicability within the society
has been set on fire; as a consequence Mr Suntharalingham who was a Mathematics
teacher to the present Queen of England and a Member of Parliament then, insinuated
the 3rd Party, the attitude they should adopt to preserve their self-respect
by forming a political party known as “Adangaath Thamilar Munnany”. It is a
global understanding is that every individual community has the right to preserve their respective self-respect.
When the 2nd
Party has been noshed of such ideas, through many means as above, the
same responded violently over the 3rd party island wide firstly in
1958, later 1977, and 1983, and in
Trincomalee District1976, and in Ratnapura and Nuweraeliya districts
1984 & 1985 respectively. During all those periodic well-orchestrated
criminal acts, of
looting, rape, incineration of life, temples and property by the 2nd
party over the 3rd party, the RGSL was just functioning like an
information department, and it did not act like a Responsible Government should
act. During one of those above mentioned incident a Buddhist
Monk and his henchmen threw a statue of God Vinayagar from a temple into the
sea of Trincomalee and proclaimed “Gana theiah nandha geeyah”, which was
published in the print media of 1977 as an applaud able comical act.
All these actions left a
permanent unforgettable scar in the minds of the 3rd party and the
RGSL and the 2nd party were very successful in their voracious
mission of installing fear of them into the 3rd party, Minorities
particularly of Tamils speaking population of all respect. I was in the thick of all these communal
riots except that of the pre-election 1976 riots in Trincomalee District where Late
Prime Minister Srimavo Bandaranayke ordered the Navy to curb the spread of
violence and it responded swiftly and that is the only occasion to that effect
among all those well- coordinated violence against the 3rd party. Even
though the 1st party and the 2nd party desperately wanted to forget all these
acts of communally orchestrated violence against the 3rd party
(conveniently sweeping those under the carpet of 4th Party’s
deadly atrocities), as it caused embarrassments
to the 1st Party and part of the 2nd Party, the international community holds
records of all those well-orchestrated happenings that had been channelled to
those countries for various purposes, by those had been rendered refugees
overnight by the fellow countrymen within their own country of birth! It
is up to the Learned Commission, to decide whether those records would be
submitted or led as circumstantial evidence against Sri Lanka by the expert
panel to UNO. International Community
also well aware of the fact the way RGSL responded in those circumstances. The Learned Commission shall note as well
that, when normalcy returned after those communal violence of 1958, 1977, and
1983 all the affected 3rd party people were dispatched either to
East or North by the RGSL via ship or
land with army convoy. In this context it is also very worth for the
commission’s objective to see what is happening today in Jaffna peninsula,
which I will touch on later in this same written submission.
In 1976-1977, four senior officers attached to the police
Criminal Investigation Division (CID) went to Murungan in a car, following a
tip off in search of a suspect involved in smuggling and in a murder previous
year went missing for months; as the
General Election was approaching the RGSL was very silent about this missing of
3 Tamil speaking officers and one Sinhala officer until a Tamil firewood
collector in Murungan reported to the area Grama Sevaka about a burned car in
an abandoned well in a lively cashew farm, in April 1977. It is the RGSL’s inaction and the voracious
actions of the 2nd party gave birth to LTTE the fourth party of the conflict;
At this point I earnestly beg the Learned Commission
to refer to the Editorial of the First of November 2010 edition of the Daily
News which I am privileged to attach for your convenience; since I have no
words other than found in it, to describe the hospitality as well as the appetite
the 3rd party possess for the educational activities of their kin.
Such society that believes that the education is the best wealth that they can possess
was severely dealt with the heaviest blow by the introduction of
standardization and district quota system for the university admissions since
1970 to date. In 1974 an international conference of Tamil scholars was also
disturbed by the RGSL the 1st Party barely just for the sake of
political domination.
By 1977 youth of the 3rd
Party were in such despair, who were installed fear and insecurity by the 1st
party and 2nd party, bereft of ideas and hope, were frustrated and somewhat astonished by the continued inaction
of the 1st Party RGSL, they rallied round a person who was wanted by the police
then, and Appapillai Amirthaligham who snatched away the reins of the Federal
Party from S.J.V. Chelvanayagam who was very feeble at that time, mooted those
youths as well through his election platform speeches.
Murungan is just around less than100 Kilometres westwards
parallel to Puthumaththalan Mullivahikkaal, across the A9 road; but just crossing the A9 road had taken 32 long
years for the 1st Party RGSL in the
conflict! At this
juncture I point out to the Learned Commission that since independence there is
an army camp which is one of the largest and has been at the disposal of the 1st
Party RGSL just less than 30 Kilometres westwards to Murungan just at the
entrance of the Mannar peninsula – a famous Thalladi Army Camp.
The suspect on enlarge and his close associates were
instigated by the violence that was lashed out by the RGSL the 1st
Party in 1980 within Jaffna Municipal area,
took over the sentinel role for the 3rd Party. The climax of such inciting connivance was the brutal
burning down of the South East Asia’s best collection of books in the Jaffna
people’s proud property The Jaffna Public Library to ashes by the men brought
down along with Late Gamini Dissanayake a Cabinet Minister of 1st Party RGSL
who is a Cambridge University alumnus of law. During the first week of April 1984 the 1st
Party RGSL tried to respond violently again within Jaffna Municipal Limits to a
shooting incident as usual, but it was thwarted
and there onwards the members of the4th Party & 5th
Party, swore into the role of protectors of the
interests of the 3rd Party and the rest is history, present
generation knows very well. Both
violent activities above could have been avoided if the RGSL the 1st
Party had any thoughts to do so.
Therefore I conclude
that, the 1st Party RGSL and the 2nd Party concurrently
connived continuously to create a hostile conflict situation against the 3rd
Party and were successful in commissioning a war on the 3rd Party
through inciting a cunningly thinking suspect on enlarge the 4th
Party and his collaborators of the 6th
Party into a war. (Meanwhile the main collaborator Opposition
Leader Appapillai Amirthaligham had come into terms with the 1st Party in
certain issues of the 3rd party in exchange of supporting the Prevention of
Terrorism Act but of 4th and 5th Party.)
The 1st Party RGSL and
the 2nd Party as a “stakeholder” of a State confidently thought that it could
cover up the schemes and even could win the international sympathy and was well
executed. The 1st Party RGSL
had well known and foresaw what would be the implications and mayhem if a few
criminals are let lose. I have
heard Buddhist Monks say “in order to protect yourself there is nothing wrong
in taking arms in your hand” if so this phrase is applicable to anybody living
in this country.
Though
the 1st Party RGSL had many options and opportunities to avoid such catastrophe
on the population of the 3rd Party at that time, as well as during the course
of period since 1958, 1st Party RGSL and the 2nd Party were concurrently
implementing the above described methodology for following reasons.
1.
In order to mobilise the Sinhala mass towards a
single objective Sinhala -Buddhism all over the island which would have been an
impossible task, if peace prevailed in the country.
2.
The2nd Party which forms the 1st
Party and hence the both felt the need of a full-fledged defence system for the
Independent Nation, Sri Lanka. They also felt that unless there is a warring
situation for Sri Lanka it is very difficult embark on such mission of building
up the military power for the nation amidst watchful eyes of international
community.
3.
A war against the 3rdParty will suppress
them in every aspect of their live and can be dominated by the 2nd
Party for ever; colonising the 2nd Party all over the country as has
been scheme by the 2nd Party and 1st Party since 1953
could be undertaken without any hindrance after finishing off the war by any
means.
4.
As had been well thought by the 1st Party,
there was no need to politically resolve all political demands that would arise
upon during the course of propelling the 3rd Party to a war, since
eventually the war would settle the issues. (This was well executed as well, at
numerous opportunities since 1958 to 2006 - concurrently agreed upon by the 2nd
Party).
5.
The 1st party has been very angry on the 3rd
Party, for continuously electing Members of Parliament who are not supportive
of the governments formed since July 1956, despite providing education,
health, and jobs all at the expense of government coffers.
6.
Majority of the 2nd Party always believed
that the 3rd Party is always rich and the latter is a source of
avenue for the 2nd Party.
7.
1st Party RGSL failed in its attempt to
curb a coup in the form of armed struggle that prolonged for weeks by the part
of 2nd Party in April 1971 and it had been compelled to call for the assistance
from India including military personals. This occurrence was felt as huge
insult and shame by the 1st Party and part the of 2nd
Party on many accounts, though in particular when they found it was only
Sinhalese youth the culprits they could not bear the facts (As it has not come
from the 3rd Party as has been expected by the 1st Party)
and tried to pin the blame on the members of 3rd party in which they
failed miserably.
8.
Generally the Sinhalese have a habit, whenever
shameful incident take place first thing they will consider is to cover it from
the Tamils, wherever it may be and whatever situation it may be – hence the
real culprits of April 1971 insurgency, a few high profile politicians were set
in enlarge and the same group reorganised and the same insurgency flared up
more vigorously than the previous occasion in 1987- 1988. This time around the
1st Party without any direct military assistance crushed the coup
that claimed 60,000 lives of the 2nd Party. This toll of lives of
the 2nd Party created a huge anxiety to the same party as well as to
the 1st party.
During the above period
(8th reason) Indian Peace Keeping Force (IPKF), was well assisted by
the 5th Party and in battling out the 4th party LTTE to gain control
of Northern Eastern province of the island and they succeeded in cornering the
4th party and its leaders within an area of 250 square meter at Alampil Jungle
southeast of Puthumaththalan, Mullivahikkaal after claiming 20,000
civilian lives of the 3rd Party and untold hardship to them whole
over North and East. The big difference between the 1989 cornering the 4th
Party by the IPKF and the cornering by the RGSL in2009 is, the earlier one were void of any civilians just at the time
of cornering.
But unfortunately (in
1989) for the entire nation and particularly for the 3rd Party,
President J.R. Jayewardene, the overall command of the 1st Party RGSL
as well as IPKF by virtue of Indo – Lanka agreement 1987, did not order the
arrest of 4th Party leaders requested by the operational field
command through J.N.Dixit High Commissioner of India then, and the thus wanted
suspects the 4th Party were set in enlarge again.
Thus
1st Party RGSL’s actions undoubtedly vindicate all the eight, the reasons
above. 1st Party RGSL also felt that a battle field headed by the 4th
Party alone, who fought the IPKF bravely, would be a big assert of fine
experience for the defence system of the 1st Party and the “learning
time- frame” for the 3rd Party and 6th Party also was
very less as well.
Same year then Prime Minister R. Premadasa requested the
IPKF to leave the country and succeeded in that drive as well as in the
presidency that followed, bringing an end to the peace brought about by the
IPKF. With a slight twist in scheming from collusion to collision the 1st
Party RGSL even gave ammunitions as well funds to the 4th Party that
have been heavily depleted then by IPKF, to sustain them in hostilities that opened
up a tailor made learning battle field for the part of the 1stParty the defence
system. Therefore the 1st Party also responsible
for all the mayhem lashed out by the LTTE since 1989. Thus I would like to
conclude that there are numerous vindications that stand tall for, that the 1st
party and the 2nd Party had dragged the 3rd Party into a
war through the 4th Party than for the 3rd Party on its
own to wage a war against the 1st Party and the 2nd
Party.
Proposals towards
National Reconciliation
Reconciliation cannot be achieved through military means or by forcing
someone to live the way another one compel to, because it warrants the minds of
the people concerned to should think alike as have been prescribed in Dharma. The 3rd
party who witnessed the all the above events bizarrely are just innocent
victims dragged into the hostile conflicts repeatedly without their knowledge;
today they are subjected to various hardships. 1st Party RGSL has a
moral duty to completely reorganize their means of living and livelihood particularly
those trapped in the final episode of the war between 2006 and 2009.
Except those who had
close connection with the hierarchy of the 4th Party LTTE, all the
members of the 3rd Party who were only through circumstances became
prisoners of war should be freed unconditionally to be united with respective
family members; The 1st Party shall remember that the 4th
Party forcefully conscripted child soldiers in exodus since June 1995 to May
2009. 1st Party RGSL and the 4th Party who were in
hostile conflict entered even into cease fire agreement and peace dialogues at many
instances only to strengthen their respective strategies, and to bestow false confidence into the 4th
Party; though the innocent 3rd Party trusted that all the peace initiatives
were genuine without understanding the intimidating politics of each other. This also immensely contributed
for the youngsters of the 3rd Party joining the 4th Party
in numbers.
Buddha Dharma might have
prescribed democratic process for resolving the issues as have been took
forward by the 2nd Party and so advised to the 1st Party, but that cannot be
applied to culturally different and distinct communities. Lord Buddha also has
prescribed equal considerations for all lives which the 2nd Party hence the 1st
Party as well, for their own conveniences have forgotten that section
preaching. In democratic processing forcing
somebody’s wishes into another distinct community, has been tabled as a crime
in international forums. It is wiser and saver for the entire nation to shed
off the thinking of participating in a national democratic process to elect a
parliament member which is a part of 1st Party is a crime contradicting their (i.e.1st
Party and 2nd Party) own stand to which those parties claim they stand for.
It is high time that RGSL realises that,
protecting the Buddha Saasana or Buddha Dharma and defending the people
attached to it, are two distinct entities; I.e. protecting the Buddha Saasana is an entirely
distinct entity; It differs from guarding the people who practice Buddha Dharma
because the people commit mistakes and the law enforcement area cannot over-look
the crimes or lawlessness of the 2nd Party when it comes in confrontation with
the 3rd Party in particular. This lengthy report has amply sited many atrocious
outcomes of such manipulated activities of RGSL, of the past; and now I will
point out such actions after the war had ended in May 2009 since it is a very
important area the commission of reconciliation should look into.
After 2009 May 18th
as the 1st Party organised the field excursions to the 2nd
Party to visit Jaffna. There is nothing wrong in it, if the 2nd
Party is behaving well there. It is very much appropriate if I explain about
some incidents that happened in Jaffna district very recently. The tourists of the 2nd Party who
visit there at many instances do not pay the money for the services, things
they obtain from the business institutes and enter into confrontation and when
security personal come there in the pretext of resolving the issue complain to
them in Sinhala, about something else and the security personals it may be
police or army will either scold the business man or ask the shop owner to give
more things again free of charge! If that business institute is a hotel or a
lodge business man will get a scold and
the visitors will be relieved of paying for their stay and services they received.
I have received numerous reports of this nature from my relatives.
These incidents may
appear as silly little things particularly for the 2nd Party who has
led a charmed life for the last 33 years – but for the people of the 3rd
Party is further traumatizing their mind that have undergone untold hardships living in the direct hostile
conflict shelling, bombardments etc time and time for 33 long years; but The 2nd
Party faced the tune of the war as bomb blasts once in every month sporadically
located somewhere. These facts have to be explained to the 2nd Party
in order to insinuate the reconciliation
processing if not for the 1st party RGSL.
Some tourists of the 2nd Party who went to
Jaffna wanted to see the Jaffna Public Library. Usually libraries are not
exhibits and silence is maintained in every library and the Jaffna Public
Library is no different and the librarian has the moral duty of stopping anyone
making noise entering the library. When those tourists about two busloads of
them tried to enter the library with big noise they were stopped. They started
arguing with librarian – went to the police – the police came and told the
librarian “because they are Sinhalese come from south to allow those tourists to enter the library
to see”!! What
the policeman should have done is just simply assist the librarian to adhere to
the common rules that prevails everywhere for libraries.
In
2006 two university entrants and 16 Non Governmental Organization workers all
Sri Lankan Tamils (3rd Party of the conflict) were shot dead in
Trincomalee. The 1st Party should have brought the culprits to book,
instead it appointed a commission still it is good, because the RGSL wanted to
know the truth; but on top of it appointed a reputed lawyer of 2nd
Party as well to defend the security personal if there is any hint of their
involvement during the hearing! This lawyer, whenever a witness implicated
security personal with those murders, rolled his bulging out eyes, towards the
witness and cross examined them in a threatening way as has been done in
criminal courts!
Therefore the 1st Party RGSL does not
consider the 3rd Party as its entity that should be protected by it and
insinuates the security forces which is part of 1st Party not sparing the 2nd
party , that the both can indiscriminately shoot down any of the 3rd Party.
Two lands & properties opposite to Sri Naga Vihara
Jaffna town were apprehended by a Buddhist Monk and were converted into toilets
of pilgrim rest; one had been recovered by the owner and the other had been
offered a price that the owner had to decline. I see this as an act of collusion.
Now I bring to the commission’s notice,
about a phrase that is used by two senior cabinet ministers of the present
government, “Apitta ekkaehn ekkanah pasae yandha bäahne aeva hoyanda” when
queried for same problem. This means RGSL is very much ignorant of governance
over the people particularly of the 2nd Party. Here it demands the will of the RGSL to
enforce the law and natural justice to prevail without any favour to a
particular community
The 1st Party
also never recruited military personals in adequate number from the 3rd
Party in order to achieve their objectives (Page 6 of this report) that put
into the system since 1953; of course the 1st Party had very few
high ranking Tamil officers so that it could have the scheme in its’ finger
tips.
In above such circumstances it is very
dangerous to bring and settle 2nd Party amongst the 3rd
Party by the 1st Party; simply because the 2nd party
comes in with a strong mind of conquering than searching for amicability with
the 3rd party and I reiterate, by this action, equilibrium of understanding each other
and natural path of spontaneously searching for amicability within the society
would be lost.
The learned commission shall note that there were Sinhalese
families lived all over Jaffna peninsula until RGSL 1st Party
emancipated the violence in 1984; they all came on their own, not influenced
by any political Party, were running some business smoothly until then. In
1988 few of them came back some sold their properties, one or two
re-established their business – unfortunately they have to leave back in 1990.
As I have stated in the Page 4 of this report, when the
communal riots of 1958, 1977, and 1983 were eased all the affected people were
dispatched to Northern and Eastern province. I was one of them went back after
all those communal rioting by the 2nd Party, and if the 2nd
Party erupts for a communal rioting island wide where would they dispatch the 3rd
Party - May be for the burial grounds or cemetery or Palk-Strait? Those past
events and the events that took place between June 2006 and June 2009 have
installed fear and insecurity feeling onto the 3rd Party and unless the
feeling of fear and insecurity of the 3rd Party evaporates from
their minds I do not think that there will be any meaningful reconciliation. It
is a basic psychology that desperation leads to retaliation where human quality
of self- restraining had ebbed away.
1.
In
order to evaporate the fear and insecurity feeling from the mind those people full-fledged
Northern Provincial Council should be established
2.
The Provincial Police should be inducted to at least
North & Eastern Provinces if not for all other provinces. This will enable
the RGSL to win the hearts of the 3rd Party.
3.
Military presence shall be reduced to optimal level –
that is, as has been hinted in the page 5 of this report, using the reports of
the intelligence services effectively deploying the military intelligently so that there will be civil administration
brought to maximum areas.
4.
All the lands
apprehended or taken away for the expansion of security activities particularly
of the 3rd Party should be handed over to them so that they will
begin their livelihood after 33 years. The High Court verdict pertaining to
this should be respected by the 1st Party– so that 3rd
Party will begin to trust the 1st Party, which is very much lacking
now and this is very important for the reconciliation.
5.
The Governor General of the province should be a
retired high profile Civil Servant (SLAS), shall be the chief of provincial
police concerned as well.
6. The 1st Party RGSL hence the 2nd Party shall
realise that forming a government through a democratic process is entirely
different from administrating the Government and hence governing its citizens
particularly when there is multi ethnic components, like in Sri Lanka.
This
has been the core issue of the whole conflict and that is the rationale for the
way this same report has been presented to this Learned Commission. That is why
a full-fledged Provincial Council System is seen as an illumination for the
protracting administrative darkness as well as for other matters in dispute. This also enables the politician of the central government
to vibrantly involve in politics without affecting the minorities.
At
present the so called provincial councils are stymied amongst selfish politics
and desperation for dictatorship rule and bureaucratic restrains. The
provincial councils are born to redeem the confidence the of 3rd
Party on the 1st Party and on the 2nd Party, has not been
given enough “oxygen” to sustain its life and are blocked and curtailed from expanded
responsibilities because the monarchical
fantasy group of 2nd Party do not want high profile
politicians proliferating all over the island. Apart from it that elite group
of 2nd Party will enjoy inaccessible comfort zone as of monarchical era
politically through suppressing wishes of the 3rd Party. The central government shall empower the
provincial councils for absolute administration of all but of Buddha Saasana,
Foreign affairs, Finance, Defence, Higher Education, Import trade, heritage
sites of all respect and religions and effectively supervise all the provincial
councils without curtailing the powers that had been vested in it already. These
provincial councils should be allowed to work together if not allowed to unite.
The Provincial Councils at its best similar to above is the
best scheme to propagate reconciliation because it has a tendency to bring the
2nd level people of the 2nd Party and the 3rd
Party together and distance away the real blockade block of people who are only worried about their next term of
presidency or a seat in the next Parliament whom referred to as elite or monarchical fantasy group above in page 11.
A responsible politician shall have governance over his
voters as well for the sake of the country; it is just a matter of thinking one
step ahead of their voters. Politicians of the 2nd party have failed
miserably in that aspect because instead of thinking broadly one Sri Lanka of
pluralistic society, they just thought only the Sinhala Buddhists sentiments
due to the fact of they are being the majority community so anyhow they could
form a Government and they held on to that ardent stubbornness to date, which
mentality is referred to as comfort
zone as of monarchical
era earlier in page 11. The 6th Party only took advantage
of the 2nd Party’s policy of establish security zones to sustain
their comfort zone. Only way to come out of this stalemate situation is to remove
all obstacles laid on the provincial councils and empower them as have been
proposed in the Page 11 and above of this report.
Education
and Learning
The
1st party RGSL should educate itself to execute its duty in an
exemplary judicial manner without any preconceived ideas of favourable to the
majority community only so that it institutes governance over all of its civics
equally. As has been pointed out throughout
this lengthy proposal, during every communal riots, rioters barked “Ape Aanduwa
- Ape Aanduwa” while committing every crime against the 3rd Party. The
bare adoration to the 2nd Party and security forces by the 1st
party RGSL encourages that community to conquer and dominate the other
communities in all aspect of the life and there is no room for natural justice
to occur pertaining to the 3rd Party.
In 2008 I had an
opportunity to read some Sinhala text books that have been prescribed for
reading in the junior schools of the 2nd Party. In that book I saw
a phrase “Uthurae nappuru themilah”; this was a phrase actually told by the
prince Thutta Gemunu to escape from his king father who was very careful in
bringing up his son hence onto him for day time sleeping. That phrase has been misquoted
as the 12 year old Prince’s statement of bravery (and to chase the Tamils) is being
taught in Pansals’ Dharma schools as well as in
the schools under the purview of Department of
Education. I wrote a letter to then
Education Minister to look into that matter and I received an affirmative
response from a professor in charge of Educational Text Books. The authorities
should look into such educational discrepancies that posse threat to the
society’s cohesive behaviour. That is why I proposed Buddha Saasana education should
be with the central government.
In 1986 Perera Commission was
appointed to inquire into University Admissions Policies. I am referring to
that because in that particular proposal itself, I have emphasized formulating
policies towards National Reconciliation! In that proposal I begged that commission
to set up a time frame to end the District Quota System of University
Admissions and to bring up the school education to equal levels during that
time frame, which would ensure the natural progressive development of the
secondary school education. Presently the University entrance is decided based on
a system known as Z score system which is derived statistically from the
particular year’s entire students who sat for the G.C.E. (A/L) in particular
stream of studies.
The RGSL is
painstakingly trying to prove that remote area students are clever than the
urban area students by ranking the students through Z score since remote area
students hold the upper hand in easily attaining higher Z score by virtue of
lesser students basically qualifying from those areas, over the students of
urban areas with larger number basically qualifying for the University
admissions. Hence this is a conspiring scheme of District Quota System
and has been condemned by Colombo High Court. Therefore I urge this commission
to bring an end to this scheme of University admissions, since the part of the 2nd
Party that had formed 1st Party RGSL uses this with convenient safety
to sustain in the power as well as for corrupted activities (Page 9 last paragraph)
since the majority of the students are unaware about the methodology of
calculating their Z score from their subjects marks. Though this emancipates
mistrust of the 1st Party for the youths of 3rd Party it
is quite evident that the youth of all section of ethnicities have been badly
affected and it should be replaced by highest individual aggregate of all five subjects including General
English and General Common Paper because RGSL the 1st
Party is playing with the turbulent minds of the cross section of youth of this
country. This is also will propel the students and all concerned to prepare
those subjects mentioned eagerly and enthusiastically on their own. Since
almost 100% students attend tuition classes to all subjects in order to prepare
for the A/L exams degrading or upgrading of students on regional basis by Z
score or by any other means not warranted.
All
students should be taught about multi ethnicity and proud history beyond 2500
years as have been found in the Special Annexure of this report unlike as
it is now which give prominence only to solo cultural theory. The meaning for
the term “Nation” should have broader meaning than now to which equivalent
Sinhala term apparently gives only a narrow minded version for far too many I
recon, if so it has to be changed.
The
voters of the 2nd Party should be educated to accept the policies
necessitated by this country through the steering committees of the relevant
ministries of RGSL and the voters should be led by the leaders to vote for that
required policy rather than attracting them through concepts of simony; policy
of requirement shall be equal to the distinct communities and non requirement
not affecting a particular community. Print and electronic media shall involve educating
the voters than to debate it.
The 5th Party
This report will be
incomplete if the mind set of 5th Party is not included in it. I
categorize all the armed groups other than LTTE the 4th Party into
this. In Tamil there is a phrase “yainthahmpadai” means 5th force
the people who lashes out violence against their own people only for their own
gains! Some Tamil scholars equates with those who does treachery against anybody.
All of them were trained in South India in contrast to the LTTE whose training
ground was mainly across Vanni from Murungan to Alampil through Mullivahikkaal.
This 5th Party gave indescribable
suffering to the 3rd Party and still continuing their underground
activities of kidnapping, ransom murder, and robbery unabatedly and cause fear
and anxiety to the 3rd Party. They are conniving along with RGSL in
order to continue the emergency regulations which suits their underground
activities
The 5th Party comprises of TELO, PLOTE, EPDP,
EPRLF, ENDLF, TMVP (P) and (K). The latter one was responsible for the
kidnapping and murder of Vice Chancellor of Eastern University. The same group
through a midnight telephone call demanded money from me in 2007 and as I
responded in fluent Sinhala they never bothered me second time around. EPDP is responsible
for the slaying former Minister for Hindu cultural affairs T.Mahesswaran, in a
temple which is highly valued by the 3rd Party on the 1st
day of a year. One of the EPDP Parliamentarian tried to justify this murder
during his speech in the Parliament in a reply to Mrs. Maheswaran MP! I am
presenting all these for learned commission so that you may imagine - if they
are capable of doing these to influential people what would be the plight of
the very low level of the 3rd Party.
These elements should be taught a
lesson and proved that there is a righteous government that ensures the
security of every citizen of this country alike.
PLOTE is the oldest of all which had another
name (“Tamil Tigers”) at its inception and until it broke into two and one of
those fractions became LTTE other remained as PLOTE. The newly formed LTTE grew
in stature through the Diaspora; it’s very unfortunate that the Tamil Diaspora
the exodus of communal riots in Sri Lanka chose a group lead by a suspect let
lose by RGSL who became deadliest in their death for vengeance, the back ground
of which the “Tamil Tigers” leadership did not want to comply with and assumed
in new name PLOTE.
As the Tamils always believe “everything happened for a good beginning”..
